സംസ്ഥാനത്തെ മുസ്‌ലിം മഹല്ലുകളുടെ പ്രവര്‍ത്തനങ്ങള്‍ക്ക് ഒരു സംഘടിത രൂപം നല്‍കുക എന്ന ലക്ഷ്യത്തോടെ 1976 ഏപ്രില്‍ 26ന് ചെമ്മാട് നടന്ന തിരൂര്‍ താലൂക്ക് സമസ്ത സമ്മേളനത്തില്‍ സമസ്ത നേതാക്കള്‍ സുന്നി മഹല്ല് ഫെഡറേഷന്‍ (എസ്.എം.എഫ്.) എന്ന മഹല്ലു സംഘടനക്കു രൂപം കൊടുത്തു. സമസ്തയുടെ ഈ പോഷകവിഭാഗം പ്രത്യേകിച്ച് മഹല്ലുകളെ ഏകോപിപ്പിക്കുന്ന കാര്യത്തില്‍ ശ്രദ്ധേയമായ നിരവധി നേട്ടങ്ങള്‍ കാഴ്ച്ചവെക്കുകയുണ്ടായി. ഇപ്പോള്‍ മഹല്ലുകള്‍ക്ക് അംഗീകാരം നല്‍കി സംഘടന കൂടുതല്‍ ശക്തമായി പ്രവര്‍ത്തച്ചുവരുന്നു. മഹല്ലുകളില്‍ ഇസ്‌ലാമിക ദഅ്‌വത്തുകള്‍ സാധ്യമാക്കുക, പള്ളി ദര്‍സുകള്‍ സജീവമാക്കുക, തുടങ്ങി സംഘടന ഏറ്റെടുത്ത വിഷയങ്ങള്‍ ഭംഗിയായി നടത്തുന്നു. അംഗീകൃത മഹല്ലുകള്‍ക്കാവശ്യമായ റിക്കോര്‍ഡുകളും പരിശീലനങ്ങളും നല്‍കി വരുന്നു.
മഹല്ല് സംസ്കരണത്തിന്നാവശ്യമായ ക്ലാസുകള്‍ക്ക് വിഷയനിര്‍ണ്ണയം നല്‍കുന്നു. കര്‍മ്മപദ്ധതി നല്‍കുന്നു. മേഖല, മണ്ഡലം, ജില്ലാ, സംസ്ഥാന തലങ്ങളില്‍ ശില്‍പശാലകളും ക്യാമ്പുകളും നടത്തുന്നു.

It has a unique system of education where a student admitted to the institute after five years of primary education has to go for 12 years of education (2+4+4+2 Preliminary, Special Secondary, Degree, Masters).
